Elon Musk gets another opening for Starlink in South Africa amid 30% local ownership debate
 
South Africa is making a fresh push to bring Elon Musk's Starlink into its market to improve connectivity, provided it aligns with local transformation goals.

The government requires telecom license holders to have at least 30% ownership by historically disadvantaged groups, which Starlink views as an entry barrier. To resolve this, South Africa is considering Equity Equivalent Investment Programmes, allowing foreign firms to invest in skills and infrastructure instead of transferring equity.

However, a disagreement between the government and regulator ICASA means fully recognizing these programs requires amending the Electronic Communications Act.
