OPENING SIGNAL
Niger issues 45-day ultimatum to Chinese oil firms over $5.2 billion in unrepatriated revenues

Niger’s military-led government has given China National Petroleum Corporation (CNPC) and its partners 45 days to address contractual breaches, centered on the repatriation of over $5.2 billion (CFA 3 trillion) in crude export revenues.

Foreign Minister Bakary Yaou Sangaré stated that since crude exports via the WAPCO Benin pipeline began in April 2024, Niger's export revenue repatriation rate has dropped to just 6%—compared to a West African regional average exceeding 70%.

Authorities warned that failing to return the missing funds to domestic banks and the public treasury within the 45-day window will trigger severe legal and operational consequences for CNPC, pipeline operator WAPCO, and the SORAZ refinery.

Cargo ship carrying 2,500+ containers sinks in Strait of Hormuz as African-flagged vessels face growing risks
Commercial shipping through the Strait of Hormuz faces severe disruption after a cargo vessel carrying over 2,500 containers struck a naval mine and sank. The incident follows multiple projectile strikes on Liberian-flagged tankers, highlighting heightened risks for African-registered fleets operating in the Gulf. United Nations trade officials warned that ongoing maritime blockades on fertilizer shipments out of the Persian Gulf threaten to trigger agricultural supply shortages and food inflation across import-dependent African markets.
THE AFRICA ANGLE: Agricultural importers and supply chain officers across Africa should brace for elevated freight insurance premiums and potential delays in Gulf fertilizer shipments.
