Morocco's phosphate giant bets $450M on U.S. manufacturing

Morocco’s state-controlled OCP Group and US farmer cooperative CHS announced plans to invest up to $450 million to construct a phosphate-fertilizer plant in Waggaman, Louisiana.

Set to produce over one million tonnes annually using Moroccan phosphoric acid, it would be the first such US facility built since 1984. The project aims to cut US reliance on imported phosphate fertilizers by over 48%, though it remains subject to funding, engineering, and regulatory approvals.

If approved, construction will take up to 24 months, creating 60 permanent positions and 500 construction jobs.

U.S. rare earth package accelerates African mineral race
The U.S. War Department unveiled a $1.55 billion funding package aimed at securing rare earth mineral supply chains from Africa to South America. Coupled with Washington's $1 billion commitment toward the DRC-Lobito copper and cobalt railway, the push signals intensifying competition with China for critical African energy-transition metals. For African mining economies, the dual funding guarantees capital inflows but heightens geopolitical alignment scrutiny.
THE AFRICA ANGLE: Resource-rich nations should leverage Western-Chinese funding competition to negotiate mandatory local processing requirements rather than unrefined ore exports.
