OPENING SIGNAL
Algeria approves first overseas troop deployment in 53 years to protect Niger energy assets
|
|
Algeria’s parliament has approved the country’s first foreign military deployment in 53 years, dispatching troops into neighboring Niger to secure strategic energy assets and infrastructure linked to the planned $13 billion Trans-Saharan Gas Pipeline. The parliamentary authorization marks Algiers’ first foreign deployment since the 1973 Arab-Israeli War.
Algerian lawmakers confirmed the mission will secure economic facilities operated by state energy giant Sonatrach without participating in combat operations. The move follows the signing of a bilateral defense cooperation agreement with Nigerien Defense Minister General Salifou Mody, deepening military coordination as Niamey aligns with Moscow while reviving cross-border gas links to export Nigerian natural gas to Europe.

BUSINESS · INDUSTRIAL CONGLOMERATES & EQUITY ACQUISITIONS
Femi Otedola Targets 5% Stake in Dangote Cement Worth $700 Million
Nigerian billionaire investor Femi Otedola is reportedly purchasing shares to build an equity stake of up to 5% in Dangote Cement. With Dangote Industries controlling 86.65% of the company, an acquisition of this scale would absorb more than half of the publicly traded free float ahead of a proposed secondary listing on the London Stock Exchange.
POLICY · TRADE AGREEMENTS & EXPORT RESILIENCE
China–South Africa Trade Expands to $15 Billion Under Zero-Tariff Framework
Bilateral trade between Beijing and Pretoria climbed by nearly 24% to almost $15 billion over a four-month period, driven by a temporary zero-tariff window that boosted South African exports by 25% to $5.3 billion. The trade surge provides critical export diversification as President Cyril Ramaphosa warns industries to prepare for potential disruption should Washington exclude South Africa from the AGOA trade pact.
POWER · TERRITORIAL SOVEREIGNTY & UN DIPLOMACY
US Circulates Draft UN Resolution Backing Moroccan Sovereignty in Western Sahara
Ahead of the October 31 mandate expiry for the UN’s MINURSO mission, Washington submitted a draft resolution proposing to abandon the 35-year quest for an independence referendum in favor of Morocco’s autonomy framework. While Rabat has secured backing from over 130 nations, neighboring Algeria and the Polisario Front continue to reject integration, insisting on a sovereign referendum for the Sahrawi people.

IMMIGRATION LEGISLATION & TUITION COSTS
UK reaffirms $1,200 international student levy on universities starting 2028
The British government has reaffirmed plans to charge universities in England an annual levy of £925 ($1,200) for every international student recruited beyond a baseline exemption of 220 students. Set to take effect in August 2028, the policy aims to raise £445 million ($594 million) in its first year to fund England’s domestic higher education sector.
THE AFRICA ANGLE: Higher education analysts warn the cost burden will ultimately pass to overseas applicants, increasing financial barriers for students from leading African source markets like Nigeria, Kenya, Ghana, and South Africa, while compounding visa restrictions already tightening entry into the UK.
